CS FOR SPONSOR SUBSTITUTE FOR SENATE BILL NO.                                  
10(FIN) An Act requiring an electric or telephone utility that                 
provides services in a municipality with a population of more than             
200,000 to have an ongoing program of placing existing overhead                
utility distribution lines underground; and relating to rates for              
recovering the cost of placing existing overhead utility distribution          
lines underground was read the third time.                                     
                                                                               
Senator Ellis moved that the bill be returned to second reading for            
the purpose of a specific amendment, that being Amendment No. 1.               
Without objection, the bill was returned to second reading.
